Scenic America is excited to announce that the Federal Highway Administration (FHWA) has opened the application window for the 2024 National Scenic Byways Program (NSBP) grants. This significant funding opportunity offers up to $26.95 million in grants from the FY 2023 and FY 2024 Congressional Transportation, Housing, and Urban Development (THUD) appropriations budgets, aimed at preserving and enhancing scenic roads across the country.
The National Scenic Byways Program, established by the Intermodal Surface Transportation Efficiency Act of 1991, is a grassroots initiative designed to recognize, preserve, and celebrate roads designated as America’s Byways®. This includes National Scenic Byways, All-American Roads, State scenic byways, and Indian Tribe scenic byways.
“This is a tremendous opportunity for byways programs across the country to seek critical funding to help with deferred maintenance, management, educational programs, marketing projects, and so many other needs,” said Scenic America President Mark Falzone.
Advocacy and legislative efforts by Scenic America were vital in securing this crucial funding through the FY 2023 and FY 2024 Congressional appropriations process. This initiative will enable the enhancement of roads that showcase the natural, scenic, cultural, and historical beauty of the United States.

This is an excellent opportunity for State and Tribal byways programs to gain critical funding to support infrastructure projects that highlight and preserve America’s scenic routes. Scenic America will continue to provide updates on the NSBP.

Scenic America led an advocacy effort to revitalize the NSBP, which culminated in the passage of the Reviving America’s Scenic Byways Act of 2019 and has since secured nearly $50 million in funding for the program through the FY21-24 appropriations acts.
Scenic America continues to advocate for the program’s long-term funding and a regular designation process. As the FY 2025 appropriations process continues to unfold, we must keep persistent pressure on Congress to fully fund the NSBP.
