
Scenic America is proud to celebrate a significant victory in the fight to protect Tucson’s scenic beauty and community character. This week, the Tucson Zoning Examiner rejected an attempt by Tucson Electric Power (TEP) to circumvent the zoning code for a proposed high-voltage transmission line expansion, siding with community members and advocacy groups—including Scenic America—who raised serious concerns about the project’s impact.
Scenic America played a key role in this outcome by assisting with testimony that highlighted the potential harm to Tucson’s scenic landscapes, historic neighborhoods, and quality of life. We worked alongside Underground Arizona and community advocate Dan Dempsy to ensure that decision-makers understood the consequences of allowing overhead transmission infrastructure to disrupt the city’s viewsheds and public spaces.
The proposal sought to build transmission lines through residential and historic districts, prompting strong opposition from residents and urban planners alike. Through our efforts, we emphasized the importance of undergrounding utility lines as a viable alternative that protects both the visual environment and community safety. Additionally, we highlighted how undergrounding power lines enhances wildfire resilience by reducing the risk of sparks from overhead wires igniting dry vegetation, a growing concern in Arizona’s arid climate.
This victory underscores the power of local engagement and thoughtful advocacy in shaping better infrastructure decisions. It also demonstrates the critical role that local zoning laws play in preserving community character, ensuring that development aligns with residents’ values and long-term planning goals. Scenic America remains committed to working with communities across the country to promote responsible development that preserves scenic beauty while supporting modern infrastructure needs.
